I agree, which is why I have disregarded those aspects,  but the point is that someone might actually realise that there is a problem and so either legislation and/or penalties can be more fitting of the crime as I agree with the sentiment that many who have their bike (and cars) stolen not only have the inconvenience but often have to pay a financial penalty over a period of time as well.
